Raytheon Technologies is seeking is seeking a Program Operations Manager (POM) in support of the Global ISR Sensors and Software business in Westford, MA (ONSITE). The successful candidate will oversee operations management throughout the program life cycle, from capture and proposals to development, production, and close-out. Responsibilities include managing manufacturing resources, leading Operations through IPDS Gate processes, developing Basis of Estimates, and shop floor planning/cost account management. This role requires influencing overall objectives and long-term goals of the product lines and their Program Management offices. The ideal candidate will have demonstrated skills and experience in technical, program, and manufacturing leadership.
What You Will Do
Assume overall ownership of the operations process from contract award to MRP, including risk/opportunity management, MRP health, factory performance, cost account management, and contract close-out.
Be accountable for operations cost, schedule, and quality.
Manage and coordinate program schedules with Program Management, Supply Chain, Subcontracts, Engineering, and other functional areas to support on-time delivery (OTD).
Develop and execute Manufacturing Plans that align business/customer needs with factory capabilities, including identifying and estimating necessary capital funds.
Develop and implement cost reduction initiatives for recurring efforts and new business opportunities.
Manage, develop, and lead operations proposal activities, including task descriptions and basis of estimates that align with program strategies.
Interface with customers to understand needs and issues, ensuring satisfactory service standards.
Coordinate and develop operations requirements for all gate reviews, executing strategies from early gate reviews for effective future production implementation.
Implement and drive process improvements for a healthy value stream in development and production programs.
Attain Level 6 Program Management Certification within one year of the start date.
Support requisition release and maintenance, material transfers, and inventory analysis (excess inventory).
Manage, track, and monitor Return to Vendor (RTV) and outside processing.
Support planning tasks, including monitoring planned orders, production order releases, and engineering change planning and implementation.
Familiarity with Master Scheduling, Planned Independent Demand monitoring/maintenance, long-term planning (What-If Scenarios), router/build analysis, OTD, OBEYA (Program Review), and Sales Inventory & Operations Planning.
Qualifications You Must Have
Typically requires a University Degree or equivalent experience and a minimum of 8 years of prior operations, manufacturing and/or engineering experience, or An Advanced Degree in a related field and a minimum of 6 years experience
Experience in proposals and / or budget management
U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
Qualifications We Prefer
Excellent conceptual problem-solving skills with demonstrated ability to bring structure to vaguely defined problems, pragmatically scope problem solving approach, and manage execution
Earned Value Certification with Control/Cost Account Manager (CAM) experience.
Experience working with Enterprise Resource Planning (ERP) / Material Resource Planning (MRP) systems, including but not limited to SAP
CORE/Six Sigma and continuous improvement experience
Program Management or factory leadership skills
Experience with transition of programs from design to manufacturing
Experience interfacing with external customers and all levels of internal management
Experience developing and executing competitive bids and proposals through collaboration with multiple manufacturing and functional teams
Experienced in generating and presenting Estimate at Complete (EAC) / Latest Revised Estimates (LRE).

‒ Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.
The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
