PRIMARY FUNCTION
The PMEL Quality Manager provides quality management expertise and administrative oversight for the PMEL Program’s Quality Management System at various sites as defined by contract requirements.

ESSENTIAL FUNCTIONS
•    Oversees and ensures implementation and continuous improvement of Y-Tech QMS policy and procedures and evaluates best practices for potential company-wide standardization. QPM authority extends to making program decisions that affect QMS policy and procedures. The QPM performs routine and targeted PMEL visits to assess QMS effectiveness and to perform personnel training. Implements the contract QMS in compliance with the quality manual, contractual requirements and TO 00-20-14.
•    Maintains a Quality Management System (QMS) based on an aggressive, data-driven approach which maximizes the effectiveness and efficiency of operations. The QMS emphasizes use of sound metrology principles and practices; rigorous monitoring of PMEL activities, process results and on-going problem-solving; anticipation and prevention of future problems through trend analysis; immediate and continuous improvement of processes; and preventative corrective actions.  Assists PMELs in the improvement of practices, processes and procedures.  Monitors quality reviews, process reviews, root cause analysis, trend analysis and management reviews performed by site management.
•    Reviews employee qualifications and approves hiring at each site.  Determines special qualifications needed by assigned personnel.  Develops and supports a training program.
•    Provide technical guidance, if required, to site managers, quality evaluators and technicians. 
•    The PMEL Quality Manager may be required to perform other related duties to meet the ongoing needs of the organization
•    Assists the PMEL Program Manager with the administrative and strategic leadership of the AFEC PMEL contract operations.  Serves at the forefront of service effectiveness and product quality issues in support of the contract and is the primary company liaison with Contract and Quality Assurance Personnel (QAP) office. Will attend Government conferences and meetings defined by the PWS. 

SUPERVISORY RESPONSIBILITIES:

Manages and evaluates subordinate Quality Assurance Evaluators and Support personnel.  

Job Requirements:
KNOWLEDGE, SKILLS, & ABILITIES:
•    Extensive experience and knowledge of all facets of the US Air Force Metrology and Calibration Program, including the Management System and Quality Program.
•    Extensive experience and knowledge in calibration traceability, metrology techniques, laboratory practices and AFMETCAL Program functions and procedures.
•    Experience in contingency support, staffing, contract management, supply, transportation, civil engineering, maintenance data collection, integrated logistics feedback systems, inter-service and inter-departmental support agreements, reimbursement procedures, equipment scheduling, production, and material controls, facility requirements, support equipment material management.
•    Excellent computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred.
•    Experience managing the PMEL Automated Management System administration for Quality Program Management.
•    Extensive experience reading, interpreting, and analyzing contractual documents such as military regulations, safety rules, operating and maintenance instructions, and procedure manuals. 
•    Ability to generate routine reports and correspondence.
•    Ability to solve practical problems and deal with a variety of concrete variables in situation where only limited standardization exists.
•    Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
•    Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff.
•    Ability to comprehend all applicable processes and, in turn, teach subordinates on the same.
•    Strong decision analysis and problem solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues to management.
•    Strong organizational skills with ability to establish appropriate priorities to meet contractual requirements.
•    Ability to understand and interpret corporate policies and procedures and how they relate to Y-Tech Services, Inc.’s goals.
•    High degree of self-motivation and the ability to work independently 
•    Ability to multi-task

QUALIFICATIONS: 
•    Prefer Bachelor’s Degree in relatable field
•    Minimum of fifteen (15) years PMEL or calibration experience.  Minimum of five (5) years’ experience in Quality Assurance Management and/or Laboratory Management.
•    Technical experience to include inspecting, troubleshooting, repairing, overhauling, aligning, calibrating, and certifying TMDE, and metrology laboratory working standards. 
•    Management experience to include Quality Program Management, Management System, and Program Management
•    Highly desirable to have AFMETCAL Program experience
•    May be required to obtain a security clearance
