The Operations and Mission Analysis West Department, within Engineering Technology’s Integrated Solutions Modeling & Architecture Directorate, is chartered to define, architect, analyze and implement complex system-of-system solutions to multi-domain operational challenges, supporting all mission areas at Raytheon. The Department Leader will be responsible for leading this high performing team working with the SBUs and the Requirements & Capabilities organization to support captures and programs across the business portfolio. This team will drive solutions crossing all product areas (sensors, effectors, command and control, logistics, and operations), supporting customer shaping, captures, and program execution.
What You Will Do
- You will lead this highly visible Department and will roadmap, plan, and drive the development of the organization while ensuring quality execution of technically challenging assignments that directly contribute to protecting our nation and our war fighters.
- You will ensure the people, processes, and tools to define and execute next generation mission solutions are available to meet the needs of Raytheon.
- You will have responsibility over a diverse set of dynamic teams that define and execute these technical baselines to support strategic business decisions, key business captures, IRADs, current programs, special projects, and corporation-wide business opportunities.
- You will work with Requirements & Capabilities, Engineering, and SBUs to identify staffing and skill needs to support execution and growth.
- You will provide guidance, direction, mentoring and influencing skills, while fostering teamwork and interdependent execution for the Department.
- You will participate in talent acquisition including: defining talent needs, working with HR and TA to recruit new staff, interviewing and onboarding.
- You will approve Bids and EACs on Department supported programs.
- You will provide effective guidance, coaching and direction to Section Managers and IPT / CPT Leads to ensure effective communications and for effective execution of the bid/proposal process and utilization of EVMS, IMS and IMP tools in program execution support.
- You will participate in various reviews including peer reviews, design reviews, gate reviews, BOE reviews, and test reviews.
- You will drive employee performance management including goal setting, career guidance, performance feedback, compensation, ratings, and training and development.
- You will develop partnerships across RTX, industry, and academia to facilitate strategic capability development.
- You will prepare for and conduct overhead budget and Department operating reviews, using Raytheon engineering tools with the ISMA Director and the ISMA Business Manager.
- You will guide the Department and collaborate in the achievement of ISMA Directorate, Engineering Technology, Raytheon Engineering, and Raytheon Strategic Business Unit goals and activities.
- You will collaborate with the ISMA Directorate and Raytheon Engineering extended leadership teams.
- You will champion respect, ethics, and diversity initiatives within the Department.
- You will foster upcoming Fellows and guide them through the Fellows selection process
- You will be responsible for managing through change while maintaining high-quality execution and consistent results.
- You will be responsible for managing 8 sections of about 15 members each, located in McKinney TX, El Segundo CA, Tucson AZ, and Aurora CA.
- Balancing the diverse needs of an engineering organization within a large corporation with the personal needs of employees and technology development needs.
- Providing guidance, coaching, and direction to Section, IPT, and CPT leads.
Qualifications You Must Have
- Typically requires a bachelor’s degree in engineering, Computer Science, Physics, Mathematics, or a related STEM degree, and a minimum of twelve (12) years of prior engineering experience.
- Experience in any of the following areas:
- Experience managing a team of entry-to-senior level professionals
- Experience setting strategic plans for an organization, including one year and five-year plans.
- Experience in Systems Engineering, Systems Architecture, Military Operations Research, and/or Mission Engineering.
- Experience with, and support of, Front end of the Business (FEOB) analyses/studies for US DoD services, or international military sales.
- Experience preparing and presenting technical and analytical information to both internal and external customers/clients at senior levels.
- Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
- Advanced Degree in Engineering, Science, Mathematics, or related discipline
- Experience with hardware/software integration
- Previous management experience in the following:
- Developing and mentoring new employees
- Communicating with different levels of employees, Departments, and/or customers
- A leadership role within a Raytheon Department and/or function
- Team building
- Interviewing and hiring new employees
- Experience and knowledge of the Advanced Products & Solutions (APS), Naval Power (NP), Advanced Technology (AT), Air & Space Defense Systems (ASDS), or Land & Air Defense (LADS) SBUs.
- Experience evaluating new Operational Concepts, and developing new technology use cases
- Experience in threat assessment, military campaigns, COCOMs, and system-of-system assessment.
- Experience in multiple phases of multi-system and/or multi-domain solution development and execution.
- Existing TS/SCI security clearance, or past qualification for this clearance
- Excellent communication skills and ability to effectively collaborate with subordinates, customers, and senior managers throughout the company’s organizations.
- Strong mentoring skills, both technically and professionally
- Experience and knowledge of the Integrated Product Development System (IPDS), Proposals and Basis of Estimates (BOEs).

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
