Job SummaryThe Manager, Technology Quality Integration is responsible for the support, development, and ongoing maintenance of compliance and quality management systems within the Technology department. The Manager, Technology Quality Integration will also provide functional assistance to line management with the application of quality management standards, procedures, and practices. The purpose of this position is to provide ongoing support for quality management systems and to promote continuous improvement within Technology Quality, the Technology department, and NAV Canada..

In this role you will:

  • Oversee the migration of the Technology Business Management System (T-BMS) process from Safety and Quality to Technology Quality and its advancement.
  • Plan, organize, maintain, and direct an effective quality management system. Initiate and implement quality improvement activities and changes to raise the performance of the department services, products, and staff. Provide recommendations on strategic direction for quality systems implementation for the department.
  • Innovation, development, ownership, and integration of various Technology processes for NAV CANADA’s Technology organization. Address change management challenges with Technology teams as processes and practices evolve.
  • Manage an effective compliance and controls program through the Compliance and Production Control team in collaboration with internal and external stakeholders (e.g. Internal Controls, external auditors).
  • Ensure that the departmental quality management system is aligned with the requirements of the regulator, Transport Canada (e.g. International Civil Aviation Organization [ICAO], Canadian Aviation Regulations [CARs]) and relevant national and international standards and legislation (e.g. ISO standards, Eurocontrol/ Radio Technical Commission for Aeronautics [RTCA] standards, Civil Air Navigation Services Organization [CANSO], Environment Canada, etc.). Liaise with associated internal and external parties as needed.
  • Monitor trends and analyze risks related to quality processes within the department. Review and follow-up as required on significant events involving the Technology department and any causal factors related to quality systems.
  • Support internal and third-party audits of the department (ISO auditors, commercial customers, Transport Canada, Safety and Quality, Controls) and participate in corrective/preventive actions for the department, including tracking and implementing of actions assigned.
  • Monitor and measure implementation of strategic and tactical plans and enables strategic and evidence-based decision-making within the business through implementation of projects, as aligned to the Chief Technology Officer (CTO) strategic objectives.
  • Manage the development of the appropriate governance functions and tools for change and risk management, and ensures alignment with corporate policies, practices, and guidelines.
  • Research and develop Policies, Procedures and Standards to ensure corporate consistency/alignment in Technology and communicates these plans to other leaders for their consideration.
  • Identify relevant quality and process-related training needs for the department and collaborate on the development and delivery of training.
  • Work collaboratively with stakeholders (e.g. ATM Solutions, CNS Systems, Technical Services, Technical Service Training, Safety and Quality, Internal Controls) in driving alignment and manages as well as tracks the realization of the benefits.
  • Responsible for operating budget of the team. Develops budgetary plans, projections, and recommendations based on short and long-term expected growth of the group and contractual projects. Accountable for the commitment of funds for related projects and activities, including use of salaried employees, contract costs and associated running costs.
  • Ensure the capacity of the team meets the capacity requirements, identifies issues and risks, and makes recommendations for resolution, mitigation, and improvement.
  • Manage the day-to-day activities of direct team by establishing the team’s strategies, goals, performance indicators, objectives, priorities, work plans, milestone deliverables, financial and resource plans.
  • Create a positive and effective team culture through coaching, mentorship, positive leadership, and by conducting regular performance assessments of direct staff and establishing training strategies to target developmental needs.

What you bring:

  • Degree in Computer Science, Systems/Software Engineering, Information Technology, or other related Technology field or equivalent combination of experience, training, and education.
  • Minimum of 8&43; years of technology experience.
  • Minimum of 3&43; years of management experience.
  • Significant experience working in or closely with business and/or operational functions.
  • Experience in managing policies, standards and procedures documentation is an asset.
  • Experience working with governance frameworks.
  • Experience in managing process automation.
  • Experience in establishing and maintaining ISO standards (ISO 9001, 14001).
  • Experience in project management.
  • Knowledge of quality management systems and standards.
  • In-depth knowledge of technology processes, policies, and procedures.
  • Knowledge of SharePoint Online, PowerBI reporting, and other business tools.
  • Knowledge of change management, strategic planning, project management, budgeting and compliance management principles and practices.
  • In-depth Knowledge of business process improvement and modelling tools and practices.
