We have an exciting opportunity for a Principal Specialist, Contracts in the Joint Standoff Weapon (JSOW) program within the Naval Power Business Unit.
The Raytheon Contracts team has an opening for a Principal Specialist, Contracts to support the JSOW program in the Naval Power portfolio. This position will support a diverse range of contracts across various aspects of the contract lifecycle. We are looking for a Contracts professional with strong contract management experience and a proven track record of leveraging team-work with internal and external stakeholders to drive solution-oriented results. The successful candidate will have strong prior US Government Contracting experience and be capable of working in a fast-paced environment while operating as an independent self-starter and leader within their program team.
This position offers an opportunity to be engaged in a broad range of activities, including supporting definitization of an undefinitized contract action (UCA) for a production restart, and integration and sustainment for the US Navy and Foreign Military Sales (FMS) customers across various points of the contract lifecycle.
Success in this position is defined as being a business partner with the assigned teams. Enablers for success include being able to effectively multitask; familiar with DoD contracting; and demonstrate good communication skills to be able to interface with all levels of internal and external customers.
This position is based in Tucson, AZ.
What You Will Do:
- Analyze Requests for Proposal (RFP) related to production, development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts execution, as well as general contract administration.
- Collaborate with the Contracts Lead, Program Managers, Chief Engineers, Proposal Manager, Business/Estimating and Supply Chain.
- Support program management and execution reviews.
- Provide sound contract management to meet customer obligations, achieve company objectives, and comply with company policies.
- Provide guidance regarding contractual and business issues, advising stakeholders of contractual rights and obligations as well as possible mitigation of contractual/program risks.
- Examine and understand cost structure estimates of labor, material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
- Identify, mitigate, and drive the resolution of contractual issues as they may arise.
Qualifications You Must Have:
- Typically requires A University Degree and 5 years of prior relevant work experience in contracts or an Advanced Degree in a related field and minimum 3 years’ experience
- Experience with U.S. Government contracts under the Federal Acquisition Regulations (FAR) and / or Defense Federal Acquisition Regulation Supplemental (DFARS) and related government regulations
- The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
- Additional experience in areas of law, supply chain, finance or program management
- Professional, effective written and verbal communication skills to interface with internal and external customers; strong analytical skills; strong interpersonal skills; be adaptable to a variety of business situations
- Familiarity with Intellectual Property, license agreements, teaming agreements, and Export/Import
- Aptitude to review RFPs, proposals and contractual documents for contractual requirements and risks, ensure proposed solutions meet customer requirements and meet company policies and standards
- Ability to lead proposal and contract negotiations to achieve business objectives while ensuring customer needs are met
- Proven record of responsiveness with strong time management and organization skills
- Strong skills with Microsoft Suite (Excel, Word, or PowerPoint)
- Active DoD Secret clearance
- Juris Doctor, MBA or NCMA Certification

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
